Face-to-face setup returns for all levels

More schools from both local and national regions have been approved to conduct their limited face-to-face classes in March 2022, including public and private schools at the primary, secondary, and tertiary levels for a better learning setup for the students after two years of being in a flexible learning method.


Last February 2022, when given President Rodrigo R. Duterte's approval of the recommendation for the progressive expansion of face-to-face classes, Education Secretary Leonor M. Briones has directed all regional directors to begin the progressive expansion phase of face-to-face classes for both public and private schools.


Based on the Coronavirus disease 2019 (COVID-19) Alert Levels for February 1 to 15, 2022, as issued by Inter-Agency Task Force (IATF) Resolution No. 159-A on January 29, 2022, a total of 304 public schools are located in Alert Level 2 Areas, including 118 schools in National Capital Region (NCR) cities; 12 schools in Batanes; 106 schools in Bulacan; 33 schools in Cavite; 21 schools in Rizal; 5 schools in Biliran, and 9 schools in Southern Leyte.


The Department of Education (DepEd) reported on April 4, 2022, that 17,479 public and private schools had been nominated by regional offices to participate in the progressive expansion phase of face-to-face classes, a significant increase since the beginning of the year.

"We are optimistic with this upward trend on the number of schools already implementing classroom-based learning. With support from the Central and Regional Offices, we are keen on reintroducing physical classes to more localities in the country," said Briones.


The following were already approved to hold their limited face-to-face classes in March 2022 which regions are listed, along with the names of the elementary schools: Region 1- Sta. Cruz Central School; Region 2- Lower Gabriela Elementary School; Region 3- Basyo Elementary School and Sindalan Elementary School; Region 4-A- Paaralang Elementary ng Banaba, Aguinaldo Elementary School, Imus Pilot Elementary School, Carsadang Bago Elementary School, Tinabunan Elementary School, Bucandala Elementary School, and Cayetano Topacio Elementary School; Region 4-B- San Jose Central School; Region 5- Buyo Impact Elementary School and Tabaco North Central Elementary School; Region 7- Simeon Ripdos Elementary School; Region 9- Sicayab Elementary School; and Region 12- Romana C. Acharon Central Elementary School.


Additionally, elementary schools in Region 3- Hermosa Elementary School; Region 4-A- Niugan Elementary School, Alangilan Central Elementary School, and Vicente P. Villanueva Memorial School; Region 7- Panalaan Elementary School; and Region 12- Cebuano Elementary School will be able to begin their limited face-to-face classes this April 2022.


"I'm excited because I'll be able to teach in front of the kids again; unlike online, where you can't see them in person, there are unavoidable internet connection issues, so I'm grateful that we're participating in Limited Face-to-Face Classes. Yesterday, the children were very early, and I could see their excitement and joy as I watched them arrive one by one for the Flag Ceremony. It feels brand new because we haven't had a child at the Flag Ceremony in over two years," Ma'am Juvy Camantigue, a Cayetano Topacio Elementary School teacher, explained.

When asked how he feels about returning to school to study, a student from Tinabunan Elementary School responded, "I'm glad I'm back in school because I'll be able to see and be with my classmates and friends again," John Mark B. Ello, Baitang 5-Peace stated.


Public and private schools from the secondary level in the following regions and schools began limited face-to-face classes in March 2022: Region 3- Talavera National High School; Region 4-A- Palocpoc National High School, and Cavite National High School; Region 10- Sta. Ines National High School; Region 11- Lumiad National High School and Cordillera Administrative Region (CAR) Irisan National High School.

In April 2022, more schools are also opened and approved for having their limited face-to-face classes from the regions and schools including Region 2- Carolotan High School; Region 3- Sta. Peregrina High School and Philippine Science High School- Central Luzon Campus; Region 4-A Ananias C. Hernandez Memorial High School, and Dacanlao G. Agoncillo National High School; Region 7- San Roque National High School and in Region 8- Caridad National High School.


"It feels great since nakaapak na ulit ako sa mismong campus. Pero more importantly, masaya since nakausap ko na rin sa wakas yung ilan sa mga batchmates ko na hindi ko nakita in real life for 2 years, and teachers na both naabutan ko before lockdown and yung mga bago," said Jon Mayuyu, a Grade 11 student from the Philippine Science High School-Central luzon Campus.

According to Commission on Higher Education (CHED) Memorandum Order No. 01, Series of 2022, about the supplemental guidelines to CHED-DOH Joint Memorandum Circular (JMC) No. 2021-004, on the additional guidelines for the operations of limited face-to-face classes of Higher Education Institutions (HEIs) in areas under alert Level 1 wherein provinces, highly urbanized cities (HUCs), and independent component cities (ICCs) are placed under Level 1, and IATF Resolution No. 164, series of 2022 in which the recommendations of the Commission on the conduct of limited face-to-face classes for higher educational institutions operating in areas under Alert Level 1 are approved, and the following supplementary guidelines to the CHED, Department of Health (DOH) Joint Memorandum Circular (JMC) No.


Finally, limited face to face classes for tertiary level have also been approved to conduct last March 2022, in the following regions and universities: Region 1- Mariano Marcos State University; Region 3- Bulacan State University; Region 4-A- National University Dasmariñas Inc.; Region 5- Bicol State College of Applied Sciences and Technology; Region 6- Central Philippine University; Region 10- Liceo de Cagayan University; Region 11- University of Mindanao, and from the NCR region- City of Malabon University, Quezon City University, and Philippine Normal University.


Furthermore, this was followed by the regions and universities from Region 4-A- University of Rizal System Pililla; Region 6- Western Visayas State University, and University of St. La Salle which also started to conduct their limited face-to-face classes this April 2022.

However, with the growing number of participating schools, DepEd is set to issue policies regarding the progressive expansion of face-to-face classes, including the updated School Safety Assessment Tool (SSAT) that will ensure that the schools are ready for the changes in managing face to face classes while guiding field offices in the provision of logistical and technical assistance needed by schools.


To ensure the safety of students, these public schools have increased their adherence to "health protocols" and maintaining a clean environment.

According to the Imus City Department of Education, their office has ensured that the aforementioned schools will adhere to their health protocols, which include physical distance, proper use of face masks, and personal hygiene.
